Transformation of State Policy in the Field of Internal Affairs in the Context of the Formation of a Rule of Law and Civil Society in Ukraine
Abstract
Abstract. The article provides a comprehensive analysis of the transformation of state policy in the field of internal affairs of Ukraine in the context of the gradual establishment of a constitutional state, European integration aspirations and the activation of civil society. The author highlights the key trends of institutional and regulatory renewal, which include the reform of law enforcement agencies, the creation of the National Police as a new type of service service, the demilitarization of the structure of the Ministry of Internal Affairs, the improvement of the personnel training system and the introduction of modern standards of professional ethics. Particular attention is paid to the concept of partnership between the police and the community ("community policing"), which involves the establishment of a trusting dialogue between the population and law enforcement agencies, the involvement of citizens in the processes of ensuring public safety, as well as the introduction of transparent mechanisms of public control. The author analyzes the achievements and limitations of the implementation of reforms, in particular the problems of their formalized implementation, low level of public trust, personnel shortage, fragmentation of regulatory regulation and the preservation of elements of authoritarian management culture in individual units. The study also describes the impact of martial law on the functioning of the internal affairs system, in particular the expansion of the functional workload of law enforcement agencies in the context of hybrid threats and armed aggression. New areas of activity are considered - documentation of war crimes, ensuring law and order in de-occupied territories, participation in the evacuation of the population, coordination of actions in emergency situations, interaction with military structures and international partners. Based on a systematic analysis of scientific sources, legal acts and reform practice, the need for further democratization and institutional modernization of the internal affairs system is substantiated. It is concluded that the effective functioning of the law enforcement system in the post-conflict period should be based on the principles of the rule of law, accountability, openness, professional autonomy and sustainable interaction with civil society, which is a guarantee of security, social stability and citizens' trust in state institutions.
